Roles of the department
Wildlife subsection
Wildlife Sub section has the roles of implementation of Wildlife Act No. 5 of 2009, the wildlife Policy of 1998. The Sub section work in cooperation with other Sub sections of the department to ensure that; Community is facilitate to engage in wildlife management, ensure local community is benefiting from wildlife resources around their areas, provide education on conservation and management of wildlife, participate in any initiative of wildlife management development, participate in efforts to solve human wildlife conflicts.
Major challenges facing the Sub section are; lack of patrol gears, lack of fund to implement daily activities, lack of fund to assist in establishment of Wildlife Management Areas (WMA), and shortage of Game Scouts.
Tourism Sub section
Tourism in Kisarawe District Council is the one Sub section in Land and Natural Resources which seeks to promote the economy and livelihood of the people, essentially contributing to poverty alleviation through encouraging the development of sustainable and quality tourism that is culturally acceptable, ecologically friendly, and economically viable. Also this Sub section is dealing with identifying tourism attractions (Natural, Cultural and Antiquity attractions) within Kisarawe district, to advertise physically and electronically tourism attractions nation wise and globally, to identify investment opportunities within tourism sector according to Tourism Act, Regulations and the Rules of the country, to involve local communities and other stakeholders in tourism industry investment and to cooperate with stakeholders in the sustainable conservation and utilization of tourism attractions according to the Act.
Town planning Subsection
Town Planning section has a role of facilitating efficient and orderly management of land use, facilitate the establishment of a framework for prevention of land use conflicts, provide for inter- sectoral coordination at all levels and ensure public participation in the preparation and implementation of land use policies and plans.
Land Administration subsection
Land Administration section has a role of preparing title deeds, Provision of survey instructions and resolving land conflicts. It also administer the collection of land rents, inspection of plots developments
Land surveying sub section
The survey section plays the role of surveying of plots, preparation of survey plans and recovering land boundaries. Its also prepare deed plans for title deeds.
Valuation sub section
Valuation section plays a role of valuing fixed property for transfer, sale, mortgage and rating. It also doing valuation for compensation purposes and rent collection.
Forestry subsection
Forestry Sub section has the roles of implementation of Forest Act No.14 of 2002 and the forest Policy of 1998 the subsection manage forest resources in collaboration with local communities where the resources are, it deals also with tree planting and supervision of harvest of forest resources to ensure sustainable utilization of forest resources. To control illegal harvest of forest resources sub section organizes patrol in the reserved and unreserved forests by enforcing forest act.
The Land and Natural Resource Department has 22 personnel in totality whereby19 are at the Council headquarter and 3 are Extension Officers at lower level governments (Ward level).

Presently the department has 8 village forest reserves and supervises 194,111ha. of unreserved forest area, 11villages with WMA (Wildlife management area), 33villages with land use plan out of 69 villages in the district. 1100ha. Planned and surveyed for industrial zone and 6,261plots surveyed for settlement.
The department faces some challenges which facing the department from performing its duties to its full potential. These challenges are.
