Kisarawe district has 13 department and 6 units. Beekeeping is one of the six independent units of the District; it was established in 2012 following local Government reform of 2011. The unit was established in order to improve outreach to the local beekeepers and assist them with the best beekeeping methods.
Core function, Roles of the unit.
To ensure that beekeeping Act no.15 of 2002 and beekeeping policy 1998 are fully effected in the district.
To facilitate the community with the best beekeeping approaches for the best productivity.
To facilitate training of beehive makers to reduce beehive costs.
To supervise beekeeping site selection, installation of beehives and apiaries management
To supervise, harvesting of honeybee product, processing, packaging and marketing.
Staffing level

Current situation of the unit.
Currently the unit has 18 beekeeping groups in 18 villages, the groups have 343 members among them 214 are men and 129 women practicing beekeeping. The total number of beehives owned by the group is 1,060 transitional beehives.

Challenges
The unit faces some challenges which hinder it from performing its duties to its full potential. These challenges are.
Insufficient staffing, the unit requires 5 one extension staff at each Division.
Insufficient working facilities such as vehicles to reach beekeepers frequently.
Lack of extension beekeeping staff who could stay with beekeepers in the villages and assist them closely
Lack of capital to invest in beekeeping, initial investment need presence of beehives which need capital so only a few individuals from villagers can afford.
Unreliable market for honeybee product, this hinders motivation of beekeepers.
Little knowledge of community to invest in beekeeping
